
AFRALTI’S 69TH GOVERNING COUNCIL MEETING STRENGTHENS REGIONAL ICT DEVELOPMENT THROUGH STRATEGIC PARTNERSHIPS
The African Advanced Level Telecommunications Institute (AFRALTI) reaffirmed its strategic role in advancing digital transformation across the continent during its 69th Governing Council Meeting held in Vilankulo, Mozambique. This pivotal gathering was marked by key partnership signings and leadership transitions that reinforce AFRALTI’s mandate to build ICT capacity and enhance regulatory excellence across Africa.
A highlight of the meeting was the formalization of a new partnership between AFRALTI and the National Communications Authority of the Democratic Republic of Congo (ARPTC). This Memorandum of Understanding (MoU) underscores mutual commitments to capacity building, ICT policy development, and regulatory support—fostering a stronger, more resilient digital ecosystem in the region.
In the lead-up to the council meeting, AFRALTI also signed an MoU with the National Communications Authority (NCA) of South Sudan. Speaking at the signing ceremony, the NCA Director General described the partnership as long overdue, stressing the critical need for regulatory training aligned with regional standards. He particularly emphasized the importance of foundational training for senior management to ensure they are well-versed in the intricacies of the sector they govern. AFRALTI Director, Mr. William Baraza, welcomed the collaboration and reaffirmed AFRALTI’s commitment to providing robust capacity-building solutions and strategic regulatory guidance.
The 69th meeting also marked a leadership transition within the AFRALTI Governing Council, with the Republic of Mozambique assuming the chairmanship from the Republic of Uganda. This change signals AFRALTI’s continued efforts to bolster institutional governance and cultivate stronger inter-state collaboration in digital development.
The event brought together key representatives from AFRALTI Member States and Associate Members, including the Communications Authority of Kenya (CA), Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ), Uganda Communications Commission (UCC), Gambia Telecommunications Company Limited (GAMTEL), Gambia Telecommunications and Multimedia Institute (GTMI), INCM – Autoridade Reguladora das Comunicações, National Communications Authority of South Sudan (NCA SS), Eswatini Communications Commission (ESCCOM), Zambia University College of Technology (ZUT), Tmcel – Moçambique Telecom S.A., and ARPTC DRC. Their collective presence demonstrated a shared commitment to advancing sustainable and inclusive ICT development across the continent.
The official opening was graced by high-level dignitaries, including Lourino Chemane, Chairman of the Board of Directors of Mozambique’s National Institute of Information and Communication Technologies (INTIC), who served as Guest of Honour. Other notable attendees included Hon. Quinino Vilankulo, Chairman of the Vilankulo Municipality, and Hon. Lúzio Nhavene, Director of Transport and Communication for Inhambane Province. Their participation underscored the importance of multi-stakeholder collaboration in shaping Africa’s digital future.
